The Ministry of Infrastructure, Housing, and Urban Development, under the leadership of Hon. Eng. Charles L. Milupi, MP, Minister of Infrastructure, Housing, and Urban Development has marked a significant milestone in Zambia’s infrastructure development with the groundbreaking ceremony for the upgrading to bituminous standard of approximately 80km of the Samfya-Kasaba Road via Lubwe in Luapula Province.
The ceremony, which took place on Thursday 2nd October 2025, was attended by distinguished guests, including Hon. Nason Musonda, MP, Minister for Luapula Province; Hon. Eng. Peter Kapala, Minister of Livestock and Fisheries; and Eng. Eugene Haazele, the RDA Board Chairperson.
The upgrade of the Samfya-Kasaba Road is a testament to the New Dawn Government’s unwavering commitment to infrastructure development as a catalyst for inclusive growth.
The project, which will be undertaken by China Civil Engineering Construction Corporation Zambia Limited in joint venture with Palmetto Trading Limited at a cost of ZMW 937,929,384.70, will not only improve the road network but also create employment opportunities for the local population.
Benefits of the Project
The upgraded road will bring numerous benefits to the people of Luapula Province, including:
– Enhanced connectivity between communities and towns
– Improved access to social services, particularly for rural populations
– Reduced travel time and vehicle maintenance costs
– Boost to economic activities, especially agriculture, fisheries, and trade
– Support to tourism, by improving access to key sites in the province
A Promise Fulfilled
Meanwhile, Hon. Eng. Peter C. Kapala, MP, Minister of Livestock and Fisheries expressed his gratitude to President Hakainde Hichilema for fulfilling his promise to upgrade the road. He urged the local administration to work together to ensure that local men and women, especially the youths, are given priority in employment during construction.
