In a monumental step towards addressing Zambia’s pressing housing deficit, the National Housing Authority (NHA) and Ongos Valley Development (Pty) Limited of Namibia have signed a Memorandum of Agreement (MoA) to develop 10,000 mixed-use property units across the country.
The signing ceremony, held at the Ministry of Infrastructure, Housing and Urban Development, marks a significant milestone in the country’s pursuit of affordable and quality housing.
“We are moving from planning and consultation to the implementation of a transformative programme for our country. This signing is not merely an administrative formality; it marks the beginning of meaningful work that will deliver new communities and broaden our national development landscape,” said Prof. Albert Malama, Permanent Secretary, Ministry of Infrastructure, Housing and Urban Development.
The project, which will be undertaken through a public-private partnership model, will see Ongos Valley Development mobilize finance, undertake construction of housing and commercial units, and deliver bulk infrastructure such as water, sewerage, and power.
“This strategic partnership is a direct manifestation of NHA’s renewed and unwavering commitment to delivering on the National Housing Policy under the UPND government. Our core drive is to ensure that every Zambian has access to affordable, quality, safe, and decent housing,” said the Board Chairperson of NHA.
Ongos Valley Development, a leading Namibian real estate developer, is excited about the project. “We are thrilled to partner with the National Housing Authority to deliver this game-changing project. We are confident that our expertise and commitment to excellence will result in the creation of vibrant, sustainable communities that will transform the lives of Zambians,” said the Managing Director of Ongos Valley Development.
The project is expected to have a significant socio-economic impact, generating thousands of jobs, stimulating economic growth, and providing security for families.

The project aligns with the country’s development plans, including the Eighth National Development Plan and Vision 2030, which prioritize infrastructure development and inclusive human settlement.
